SOW: Replace components to accommodate the water distribution systems new pressure and flow requirements at water tower 948. This includes new pumps, piping, valves, controls, and alarms.
Demolish existing above and below ground piping, pumps, pump enclosure, manual valves and controllers within the fenced in area and existing piping, valves, and altitude valve in the valve pit. Install new 12-inch underground piping, 10-inch above ground piping, new lead-lag pump system with Variable Frequency Drives (VFD) and controller, new manual valves, and a new aboveground altitude valve in a new enclosure. New piping must connect to existing northern underground piping, and existing underground supply pipe in the existing valve pit, and a new drain line must be run and connect to the existing south drain line.

Install a PLC-based control system that will monitor water level in the tank, perform valve position control, and vary the speed of the water supply pumps to maintain the output pressure within designated limits. Provide all software and software programming for the PLC and programming of SCADA software at the PAFB monitoring station to provide a Graphical User Interface for monitoring and controlling the water tower PLC functions.

The electrical design includes the demolition of the overloaded 45 kVA transformer and the enclosed circuit breaker on the secondary side of the transformer. The new installation includes a new 150KVA pad-mounted transformer supplied from the existing medium voltage conductors. Installation of a new 225A 480VAC panel is required to power the new pump system and will be supplied from the secondary side of the new 150kVA transformer.
